    Considerations Regarding the Social Responsible Investments on Capital Market

    The social responsibility concept has a dramatic dynamics in the last decades taking in account typology of economic agents involved: transnational corporations, small and medium enterprises and portfolio investors. In this paper, we analyze the development of environment, social and governance (ESG) practices on the European capital market and the active implication of investment consultants and stock exchanges in this field. Taking in account the conclusions of this article, some legal measures could be set up in Romania in order to promote the concept of social responsible investment (SRI) on the local capital market.investments, social responsibility, capital market, social governance.

    Especially vulnerable groups in EU and Serbian labor market

    The paper analyzes the situation of especially vulnerable groups both in EU and in the Serbian labour market. They include Roma as particularly vulnerable ethnic minority, refugees and displaced persons from Kosovo and Metohija (IDPs) and people with disabilities. The results of the analysis indicate that the position of these groups is particularly disadvantaged since their unemployment rate in Serbia is significantly higher than among the general population. It turned out that the high unemployment and low employment activity rates are the main causes of extreme poverty among the Roma and Romani women which are particularly affected by the problem of unemployment. The population of refugees and IDPs is different than in the general population of Serbia primarily in higher participation of self-employed and lower participation of persons who share the status of unpaid family members. Unemployment rate of persons with disabilities is close to the level of average unemployment rates due to high rates of inactivity. Roma and people with disabilities belong to category of highly vulnerable population, as long as the refugees and internally displaced persons belong to moderately vulnerable population.     Extension of the MIRS computer package for the modeling of molecular spectra : from effective to full ab initio ro-vibrational hamiltonians in irreducible tensor form

    The MIRS software for the modeling of ro-vibrational spectra of polyatomic molecules was considerably extended and improved. The original version (Nikitin, et al. JQSRT, 2003, pp. 239--249) was especially designed for separate or simultaneous treatments of complex band systems of polyatomic molecules. It was set up in the frame of effective polyad models by using algorithms based on advanced group theory algebra to take full account of symmetry properties. It has been successfully used for predictions and data fitting (positions and intensities) of numerous spectra of symmetric and spherical top molecules within the vibration extrapolation scheme. The new version offers more advanced possibilities for spectra calculations and modeling by getting rid of several previous limitations particularly for the size of polyads and the number of tensors involved. It allows dealing with overlapping polyads and includes more efficient and faster algorithms for the calculation of coefficients related to molecular symmetry properties (6C, 9C and 12C symbols for C_{3v}, T_{d}, and O_{h} point groups) and for better convergence of least-square-fit iterations as well. The new version is not limited to polyad effective models. It also allows direct predictions using full ab initio ro-vibrational normal mode hamiltonians converted into the irreducible tensor form. Illustrative examples on CH_{3} D, CH_{4}, CH_{3} Cl, CH_{3} F and PH_{3} are reported reflecting the present status of data available. It is written in C++ for standard PC computer operating under Windows.     Spectral analysis of gene expression profiles using gene networks

    Microarrays have become extremely useful for analysing genetic phenomena, but establishing a relation between microarray analysis results (typically a list of genes) and their biological significance is often difficult. Currently, the standard approach is to map a posteriori the results onto gene networks to elucidate the functions perturbed at the level of pathways. However, integrating a priori knowledge of the gene networks could help in the statistical analysis of gene expression data and in their biological interpretation. Here we propose a method to integrate a priori the knowledge of a gene network in the analysis of gene expression data. The approach is based on the spectral decomposition of gene expression profiles with respect to the eigenfunctions of the graph, resulting in an attenuation of the high-frequency components of the expression profiles with respect to the topology of the graph. We show how to derive unsupervised and supervised classification algorithms of expression profiles, resulting in classifiers with biological relevance. We applied the method to the analysis of a set of expression profiles from irradiated and non-irradiated yeast strains. It performed at least as well as the usual classification but provides much more biologically relevant results and allows a direct biological interpretation
